Release of report – ‘Trincomalee High Security Zone and Special Economic Zone, September 2009’

7th September 2009, Colombo, Sri Lanka: The Centre for Policy Alternatives’ (CPA) latest report ‘Trincomalee High Security Zone and Special Economic Zone, September 2009’ brings to the fore critical issues of national security, development and the fundamental rights of the citizens. The report highlights the significant dividends obtained from the reduction of the High Security Zone (HSZ) including civilians return to their homes and land. Though some returns have taken place, the report highlights that there still remain over 6000 Internally Displaced Persons (IDPs) who are unable to return to their land as a result of the HSZ. The issues raised in this report are timely given the ongoing discussions on resettlement, relocation, reconstruction and development for the North of Sri Lanka.

Statement by the Centre for Policy Alternatives (CPA) on recent revelations of serious Police abuses and their impact on the Rule of Law

20th August 2009, Colombo, Sri Lanka: The Centre for Policy Alternatives (CPA) is deeply perturbed by the recent events involving shocking acts of abuse of authority by officers of the Sri Lankan Police. The cases involving the son and associates of Colombo Crimes Division SSP Vaas Gunewardene and the extra-judicial executions of two youths allegedly by members of the Angulana Police have no place in a civilised society, let alone one that claims to be a democracy under the Rule of Law.
