Proceedings and Background Papers presented at the Conference “TOWARDS A CONSTITUTIONAL SETTLEMENT OF THE ETHNIC CONFLICT IN SRI LANKA” which was held at Locarno, Switzerland, organized by the Centre for Policy Alternatives and the Institute of Federalism, Fribourg, Switzerland.
