This paper aims to look at the present federal debate focusing on the available alternatives for a federal Sri Lanka.

An article on "Democratisation And Conflict Resolution: The Rationale For Federalising Sri Lanka" by Asanga Welikala, Research Associate (Legal and Constitutional Unit)
Parliamentary Committee Systems is a critical appraisal of the Parliamentary Committee system now obtaining in Sri Lanka from a normative and comparative perspective. A shorter version of this paper was first presented by Asanga Welikala, Research Associate (Legal and Constitutional Unit) at a Workshop on The Role and Relevance of Parliament organised by the Centre for Policy Alternatives for first time Parliamentarians, 12th to 15th July 2002, Hotel Triton, Ahungalla. The paper includes annexures containing a summary of recommendations and draft amendments to Standing Orders for the establishment of Oversight Committees.

A review of National Legislation on Trafficking in Children was carried out by Renuka Senanayake, Shermila Antony and Tina Senanayake of the Legal Unit for the International Programme for the Elimination of Child Labour (IPEC) of the International Labour Organisation (ILO). This research assesses the adequacy of existing legislation, in keeping with the definition of trafficking as expressed in the 'Protocol to Prevent Suppress and Punish Trafficking in Persons, Especially Women and Children'. This Protocol supplements the United Nations Convention against Transnational Organised Crime introduced in 2000. The findings of the study were presented at a Workshop held on 3rd April 2002 titled "Child Trafficking in Sri Lanka : The Legal Challenge".

On completion of the study a Prevention of Child Trafficking Act was drafted by the Centre for Policy Alternatives addressing the inadequacies in the existing legal framework.

A study of 'Human Rights Violations of Internally Displaced Persons and Government Policies classified by reference to the UN Guiding Principles on Internal Displacement' prepared by the Legal Unit of CPA and presented at a Seminar on Human Rights of Internally Displaced Persons - The Sri Lankan Challenge' held at the Sri Lanka Foundation Institute on 12th January 2002.
A Model Freedom of Information Law and the Chapter on Sri Lanka (from the publication 'Global Trends on the Right to Information: A Survey of South Asia') which were discussed, and the Recommendations passed at the International Conference on The Right to Information: Focus on South Asia held at Hotel Galadari Colombo, from 29th to 31st July 2001 organized in collobration with Article 19, The Commonwealth Human Rights Initiative and the Human Rights Commission of Pakistan.
A commentary on the Seminar, Parliamentary Elections 2000 Responses to Irregularities: Anomalies and Contradictions which was held at the BMICH on the 14th of November 2000.

Discussion paper on 'Case Studies and Online Advocacy Principles within the context of ICT and Conflict Transformation', written by Sanjana Hattotuwa, Research Associate, CPA, for Oneworld South Asia Regional Partners Meeting, 3-4 February 2003, Delhi, India.

On 26th November 2002, a team from INFORM (Sunila Abeysekera and Udaya Kalupathirana) and the Centre for Policy Alternatives (Udaya Edirimanna and Asanga Welikala) visited Puttalam, Mundel and Madurankuliya on a fact finding mission with regard to the civil disturbances in the area.

The report contains the team's findings with regard to the basic facts of the incidents as well as its conclusions.

On 2nd and 3rd July 2002, a team from INFORM (Sunila Abeysekera and Udaya Kalupathirana) and the Centre for Policy Alternatives (Sunanda Deshapriya and Asanga Welikala) visited Valaichchenai and Batticaloa in the wake of reports of clashes between members of the Muslim and Tamil communities in the Ottamavadi-Valaichchenai area.

The report contains the team's findings with regard to the basic facts of the incidents as well as its conclusions, both specific to the Valaichchenai clashes, and general implications for the ceasefire agreement.

Imagining Solutions: Responding to Key Challenges in Our Region, an essay written for the online essay competition of the Dubai Strategy Forum, 28th - 30th October 2002, by Sanjana Hattotuwa

The Centre for Policy Alternatives (CPA) and the Forum of Federations organised a series of seminars and dialogue with policymakers, politicians, the academia and intellectuals on 'Constitutional Reform and Conflict Resolution: Federal Options', from 1st to 6th September 2002. The delegation included key figures such as Mr. Robert Rae, former Prime Minister of Ontario, who is intimately associated with the Canadian experience with federalism and constitutional reform, Prof. Will Kymlicka, the world renowned scholar on minority rights, ethnicity and multiculturalism, Mr. David R. Cameron, Dr. J. Peter Meekison, and Prof. Charles Jeffery.

The Centre for Policy Alternatives (CPA) and International Media Support (IMS), an international media development organisation based in Copenhagen, organised a two-day seminar on 'Tools for News Management in Conflict Situations', from 13th to 15th June 2002 at Golden Sun Resort, Kudawaskaduwa, Kalutara. The report of the proceedings of a seminar titled "Strengthening the Peace Process: Opportunities and Challenges" organised by the Departments of Surgery and History of the University of Jaffna and the Centre for Policy Alternatives (CPA), held from 18th to 20th May 2002. The seminar was chaired by Prof. S. K. Sitrampalam of the Department of History, University of Jaffna. The panel comprised Dr. Dayalan Ambalavaner of the Department of Surgery, University of Jaffna, Dr. Paikiasothy Saravanamuttu, Mr. Rohan Edrisinha and Mr. Sunanda Deshapriya of the CPA, and Professor Nicholas Haysom, Legal and Constitutional Affairs Advisor to former President Nelson Mandela of South Africa, who was present at the invitation of the organisers.
Background paper presented by Sanjana Hattotuwa at 'Security, Independence and Liberty after September 11th: Getting the Balance Right', a conference organised by the 21st Century Trust on 12th to 18th May 2002 at Klingenthal Castle, near Strasbourg, France.

The conference examined the dynamics of the socio-political spectrum, with an examination of the profound implications of 9-11 not only for counter-terrorist strategies of the future, but also for constitutional and legal norms, for policing, and for the interaction between government and society in general.

The Centre for Policy Alternatives (CPA), Colombo, Sri Lanka and the Institute of Federalism (IF), Fribourg, Switzerland organised the 2nd conference of the Locarno Process from the 15th to 17th April 2002 in Murten, Switzerland on "The Role and Relevance of Transitional Arrangements in Negotiating a Political Settlement in Sri Lanka". The conference enabled participants to reflect on their understanding of the cease-fire agreement and to what extent strategies of the respective parties and stakeholders would animate and inform peace processes in the short, medium and long-term within the framework of a sustainable cease-fire incorporating human rights norms. On the 26th of March 2002, the CPA organised a closed-door seminar that addressed human rights concerns in Sri Lanka's current process towards peace and a negotiated settlement to the ethnic conflict titled 'Human Rights and Conflict Resolution: Sri Lanka's Dilemma'. The discussion was facilitated by Mr. Ian Martin, former Secretary General of Amnesty International. A report of the seminar is available here.
A Paper titled "The Internet and Conflict Transformation in Sri Lanka" presented at the Oneworld Regional Conference for South Asian Partners, 18-19th March 2002 in Delhi, India. The paper looks at the impact of Information Communications Technology on Conflict Transformation in Sri Lanka. The paper examines the challenges for an effective implementation of an information regime that works towards Conflict Transformation and looks at ICT holistically.
The Centre for Policy Alternatives also organised a closed-door conference on the 25th of February 2002 on the deproscription of the LTTE and related issues titled 'Negotiation Process, Deproscription and Related Issues'. As a positive outcome of the seminar, in a statement to the Press on the 13th of February 2002, the Ministry of Defense removed all restrictions to the supply of medicines to the North of the country.

CORRUPTION IN SRI LANKA

In order to strengthen and empower the civic society curb corruption, Transparency International commissioned a survey within the South Asian region. Social Indicator (SI) was commissioned to conduct the study in Sri Lanka along with the other countries of South Asia - India, Pakistan, Nepal, and Bangladesh.

'A Public Perception Study on Garbage and Related Issues in Sri Lanka' The research paper by Ms Azra Abdul Cader of Social Indicator (Polling Unit) won the Elizabeth H. Nelson Prize for the Best Paper from an Emerging Democracy at the 54th Annual Conference of the World Association for Public Opinion Research (WAPOR) hosted in Rome, Italy in September 2001.

Survey on Election Issues (General Election - October 2000) - An opinion poll of 1008 respondents conducted by Social Indicator, from September 1-14, 2000 on the Ethnic Conflict and the General Elections of 2000.

 
Media Monitoring Unit
Report of Editors Conference held on 8th September 2003, organised by CPA and the Academy for Educational Development (AED). Participants at this conference were peace process stakeholders, newspaper editors and senior broadcast journalists.

Suicide Sensitive Journalism Handbook, written in collaboration with PressWise Trust (UK). A series of workshops on suicide sensitive journalism are slated to be conducted in August 2003.

The Centre for Policy Alternatives (CPA) in collaboration with UNICEF held a half-day consultative meeting on 1st August 2003 to discuss the portrayal of children in advertising and the impact of advertising on children in Sri Lanka. Invitees to the meeting brainstormed ideas on how best to balance the market imperatives of advertising and best interests of children in Sri Lanka.

The Colombo Declaration on Media Freedom and Social Responsibility was issued jointly by the Free Media Movement, the Editors Guild of Sri Lanka and the Newspaper Publishers Society of Sri Lanka as a reiteratoin of their comittment to further co-operation and unity in efforts to promote the freedom of expression and media freedom.

A study of Media in the North-East of Sri Lanka, conducted by Centre for Policy Alternatives in collaboration with International Media Support, Denmark. This study was conducted from May to June 2003 by Mr. Sunanda Deshapriya and Mr. Sanjana Hattotuwa from the Centre for Policy Alternatives (CPA), Colombo, Sri Lanka and is the first comprehensive overview of the media in this war ravaged conflict for over two decades.

A project jointly implemented by the Centre for Policy Alternatives (CPA) and the British Council, Sri Lanka, the National Advocacy Campaign for the Right to Information seeks to engender a wider awareness of the importance of information in governance and democracy for target groups and communities across the entire island.

The first two workshops in this series were conducted in March 2002. One the 28th of March 2003, a workshop for journalists was conducted in Colombo. On the 31st of March 2003, a similar workshop for journalists was conducted in Vavuniya. Both training sessions were conducted in Sinhala and Tamil.

The Final Report on the Presidential Election 1999

The Final Report on the Presidential Election 1999 comprises six parts. The first provides an outline of the nature and scope of the task undertaken, and describes the methodology adopted. The second is a summary and analysis of violence during the election campaign, covering the period November 13, 1999 to December 20, 1999. The third part is an account of islandwide violence during election day, December 21, 1999, and an analysis of how this affected the result of the poll. Included in this section is a sampling of Major Incidents that took place in the electorates on this day. Part Four is a short section on post-election violence, which is not meant to be exhaustive or systematic, but rather a simple pointer to another disturbing re-emergent trend in Sri Lankan politics. The fifth part of this report contains the recommendations of CMEV for future elections. Part Six takes the form of an appendix, which contains the detailed results of the 1999 Presidential Election.
